Paddington Village is part of a £1bn expansion to Knowledge Quarter (KQ) Liverpool, a 450-acre innovation district across the city. KQ Liverpool combines universities and colleges, hospitals, businesses and tech organisations to help drive innovation and growth across the city.

Our clients Liverpool City Council (LCC) and the University of Liverpool (UoL) have launched a consultation ahead of the first phase of development of the Paddington South Masterplan. The shared vision of the Paddington South Masterplan is to create opportunity, growth and energy to the area. Creating development opportunities for material chemistry innovation, chemical sciences education situated in an improved public realm and green space with mixed use community facilities. Much of the existing green space and trees adjacent to Grove Street will be retained and enhanced.
Aspirations are to be on site with phase one the tail end of 2027 with the first development the £111m chemical sciences building estimated to open in 2031. Set to house the AI Materials Hub for Innovation (AIM-HI), a flagship national facility with the purpose of accelerating the application of AI in materials chemistry.
A public consultation on the emerging masterplan is open from Monday 9th March until midnight on Sunday 19th April 2026. During this period, the project team will gather and review feedback to help shape the proposals and finalise the masterplan.
The public consultation will invite feedback from residents, businesses, stakeholders, University staff and students, and other interested parties on our emerging plans for Paddington Village South. To feedback to the team, you can:-
